Financing ideas for a Highway 101 Freeway Cap in Ventura

How do you engage the public in considering something as complicated as financing options for a freeway cap project? You host a design charrette and you don't shy away from asking participants to make tough trade-off decisions. Such was the experience of the City of Ventura at an April workshop where over 200 people congregated to consider the function, scale, and cost of capping Highway 101. The Ventura Cap Demonstration Project will explore various freeway capping strategies to link the waterfront area with the downtown while improving transit connections. Charrette participants were tasked with selecting and designing a preferred cap scenario including locating new infill development and determining the appropriate funding mechanisms to cover costs.

Participants grappled with difficult tradeoffs and came up with creative solutions that will be further tested and analyzed through the course of the project.
